Water-Cooled Air Conditioning: Cooling Without an Outdoor Box
A serious option for flats, listed buildings and restricted façades—but only when the water, drainage, leak protection and running costs are designed as carefully as the cooling.
What “water-cooled” actually means
A normal split air conditioner absorbs heat indoors and releases it from a condenser outside. A water-cooled system still uses a refrigerant circuit to cool the room, but transfers the rejected heat into water. That can keep the entire installation inside the building and remove the visual and planning problem of an outdoor condenser.
The phrase covers two fundamentally different arrangements. An open-loop system uses mains water while cooling and sends warmed water to an approved drain. A closed building loop circulates water to shared dry coolers, cooling towers or other central plant. A quote that says only “water cooled” has not yet described the project.

Specialist internal systems usually cost more than a straightforward wall-mounted split. These figures are editorial planning ranges for comparing options, not supplier tariffs.

Central London access, heritage finishes, high-rise delivery rules, long pipe routes and out-of-hours work can push a project higher. Ask whether VAT, builders’ work, decoration, electrical upgrades, water and drainage connections, leak alarms, commissioning and the first maintenance visit are included.
Do not compare only the installed price. Model electricity, water and wastewater cost over realistic annual hours. A bedroom used during a few heatwave nights has a different ownership case from a top-floor office or equipment room running every day.
The water calculation belongs in the quote
Open-loop consumption is the issue most often hidden behind the phrase “no outdoor unit”. Require the equipment schedule to state litres per hour at rated and peak conditions. Multiply that by expected operating hours and the property’s combined water and wastewater tariff. If a bidder will not provide a flow figure, the running-cost comparison is incomplete.
Ask whether the unit modulates water flow as the cooling load falls or uses a fixed flow whenever the compressor runs. Confirm an accessible isolation valve, automatic shut-off on fault, a drain or bund strategy, leak detection in every vulnerable location and responsibility for damage if a fitting fails.
Flats, apartments and listed buildings
Water cooling is strongest where a normal condenser has been formally refused, there is no safe external position, or the building already has a suitable condenser-water loop. Avoiding a façade box can materially simplify the visual case, but it does not remove permission. New service connections, penetrations, plant noise and drainage can still fall under the lease or listed-building controls.
For a flat, obtain written freeholder or managing-agent approval before ordering equipment. The submission should show plant locations, pipe and drain routes, electrical load, water use, sound data, access panels, leak controls and the maintenance plan. Noise, space and service access
Removing the outdoor box does not remove the compressor. Packaged equipment keeps it indoors, while concealed designs may place it in a cupboard or ceiling void. Check sound power as well as sound pressure, the measuring distance and fan speed, vibration isolation, door or grille attenuation and how heat from pumps and electrical components is handled.
Filters, strainers, pumps, valves, drain trays and refrigerant components all need access. An attractive enclosure that cannot be opened for component removal creates an expensive future failure. Put the size and position of service panels on the drawing and keep them outside wardrobes packed with possessions.

What a complete survey and quote should contain
Require room heat-load calculations, design temperatures, make and model, rated cooling output, electrical input, refrigerant type, water arrangement, minimum and maximum water flow, drain route, isolation, leak detection, condensate handling, sound data, equipment and access locations, control strategy, installation programme, commissioning results, warranties and maintenance requirements.
The designer should also record who obtains freeholder, planning or listed-building consent and who approves water and drainage connections.
