Compare outdoor, monoblock and water-cooled systems for UK flats—then give the freeholder and installer a design they can actually approve.
Four realistic ways to cool a flat
The best system depends less on the room than on what the building will allow. A standard split is normally quieter and cheaper, but a managing agent may refuse visible plant. A specialist internal system solves the façade problem but introduces water, drainage, acoustic and ownership questions.

The heating opportunity: air-to-air heat pumps for flats
A reversible fixed split is also an air-to-air heat pump. That makes it particularly relevant to electrically heated flats: the same installation can replace some or all direct electric room heating and provide summer cooling. Do not assume that adding a heat mode makes a one-room AC proposal a whole-flat heating system. Grant-led designs need MCS involvement and must meet current space-heating requirements. Closed bedrooms normally need their own indoor unit or another heat source, and most air-to-air systems leave tap and shower water to a separate system.

High-rise access, parking and loading rules, concierge bookings, lift protection, restricted working hours, asbestos checks, fire stopping and premium finishes can make a flat more expensive than a similar house. The quote should say who pays planning and freeholder application fees and whether builders’ work and redecoration are included.
Freeholder consent comes before the equipment order
Read the lease and alteration rules, then ask the managing agent what information its technical adviser requires. A useful application includes scaled equipment locations, pipe and cable routes, condensate disposal, wall penetrations, outdoor and indoor sound data, structural fixings, access, appearance, installer qualifications and maintenance responsibility.
Do not rely on a neighbour’s installation as permission. It may pre-date current rules, have a separate licence to alter or be unauthorised. Obtain the decision for your flat in writing and preserve it with warranties and commissioning records for a future sale.
Planning and listed-building checks
A cooling-only flat installation should not assume permitted development. For a reversible air-source heat pump in England, current Planning Portal guidance says some installations on a block consisting wholly of flats can be permitted development when every condition is met. Those conditions include MCS 020a compliance, a 0.6m³ outdoor-compressor volume limit for blocks, number and siting limits, protected-property rules and the requirement that the system is not used solely for cooling.
Planning status does not override the lease or freeholder. Mixed-use blocks, listed buildings, conservation areas, Article 4 restrictions and local conditions need property-specific checking. In a listed building, internal pipe routes and wall drilling can affect protected fabric even when nothing is visible outside. A reversible proposal is easier to assess when it uses existing service routes, minimises penetrations and records how the installation could be removed later.
Where can the outdoor unit go?
A condenser needs clear airflow, secure structure, service access and a route that does not send vibration or fan noise into neighbouring bedrooms. Balconies, roof terraces, light wells and flat roofs can work only if the design checks hot-air recirculation, guardrails, fire escape, drainage, ownership and safe future maintenance.
Long refrigerant routes and large height differences may exceed equipment limits or require additional charge and oil-management measures. Ask the bidder to state the actual route length and lift against the manufacturer’s maximum—not simply draw a line from the room to the roof.
Noise matters on both sides of the wall
For bedrooms, compare the lowest continuous indoor sound setting and compressor behaviour, not a marketing label such as “silent”. For the outdoor unit, consider the neighbour’s window and background night-time conditions. Anti-vibration mounts help only when the supporting structure and pipework are designed properly.
A fixed monoblock keeps the compressor in the room, so it rarely matches a premium split for night-time quiet. A water-cooled system may move equipment into a cupboard or void, but the design must address pump, valve, fan and structure-borne noise. Ask to hear a comparable installation where noise sensitivity is high.
Condensate, water and the flats below
Cooling removes moisture from the air. Gravity drainage to an approved internal waste is normally simpler and quieter than a condensate pump. Never accept water dripping onto a balcony, façade or public area. Where a pump is unavoidable, specify accessible servicing, a high-level alarm and a safe overflow response.
Open-loop water-cooled air conditioning needs additional protection: isolation, automatic shut-off, leak detection, suitable drainage and a clear model of water use. The building insurer or freeholder may set conditions that must appear in the final installation.
How many rooms should you cool?
Start with the worst room. A top-floor west-facing bedroom may need cooling while the shaded living room remains acceptable. One well-sized split can deliver more comfort per pound than stretching a small multi-split across every room. If several rooms genuinely overheat, compare one multi-split with separate single splits; the latter can offer better efficiency and fault resilience where several outdoor positions are acceptable.
Heat-load calculations should include glazing direction, floor level, roof exposure, insulation, occupancy, appliances and ventilation. Rules of thumb based only on floor area frequently undersize top-floor flats and oversize shaded new-build rooms.

Can a flat use air conditioning without an outdoor unit?
Yes. A fixed monoblock rejects heat through two wall grilles, while some water-cooled systems can remain fully internal. Neither is permission-free: grilles alter the façade, and internal systems need approved water, drainage, electrical and service arrangements. Portable hose units are temporary but noisier and less efficient.
Who is responsible for condensate and leak damage?
The installation should define the drain route, pump alarms, overflow protection, water isolation and leak detection. In a flat, a small leak can damage several properties.
