A whole house air to air heat pump is technically achievable in many UK homes, but “whole house” describes the completed design. It means the proposed indoor units or ducts can meet the room-by-room winter load, not simply that the outdoor unit has a large headline capacity.
Why one head rarely heats every room
Warm air follows open paths. In a studio, small bungalow or open-plan ground floor, one correctly positioned indoor unit may cover a large occupied zone. In a conventional house, stairs, corridors and closed bedroom doors interrupt distribution. The lounge can reach set temperature while the far bedroom remains cold.
Oversizing the lounge unit does not fix that geometry. It can make the served room cycle more sharply, create draughts and reduce comfort. The survey should therefore calculate heat loss for every room and show how heat reaches it. Each main room normally needs its own indoor head, a designed duct terminal or a clearly identified retained heater.

Separate single splits can provide better part-load efficiency and independent backup, but planning and appearance may constrain condenser count. A multi-split creates a tidier exterior, yet its indoor units cannot all be assessed as if each had the outdoor unit’s full output. Ask for the manufacturer’s simultaneous heating capacity at the design condition.
A ducted layout can distribute heat discreetly, but undersized ducts, long runs and poor return-air design create noise and lost capacity. The quote should include duct dimensions, insulation, grilles, access panels and fan selections rather than a single allowance.
Whole-house cost: what the headline leaves out
Many multi-room air-to-air projects fall around £3,500–£8,500, with larger, ducted or unusually complex homes above that range. Energy Saving Trust currently cites about £3,700 as a typical air-to-air heat-pump cost for a three-bedroom semi-detached home, but a specific house may need more indoor units, access work or electrical changes than the example behind that figure.
The price should be tied to coverage. A £4,000 proposal serving a lounge and landing is not cheaper than a £7,000 proposal serving the actual bedroom loads if the brief was whole-home heating. Room-by-room heat loss and winter output
The designer should calculate fabric and ventilation losses for each room at an appropriate local winter design condition. Then the selected indoor unit must deliver enough heat at that outdoor temperature. Nominal catalogue capacity at a mild rating point is not the same as design output on a cold morning, particularly while the outdoor unit periodically defrosts.
Ask for the balance between capacity and airflow. A unit may technically meet the kilowatt load at maximum fan speed but be uncomfortable or noisy in a bedroom. Low-wall floor consoles, high-wall units and ducted terminals distribute warm air differently; layout is part of sizing.
Controls, zoning and defrost behaviour
Each occupied zone should have a clear controller and schedule. Setbacks can reduce unnecessary heat, but turning every room off until it is very cold may create a long recovery and shift load to neighbouring rooms. A shared multi-split may also have limits on mixed demands; most domestic systems cannot heat one connected room while cooling another.

Domestic hot water is a separate design
Air-to-air heat pumps normally heat room air, not tap water. A complete whole-home proposal must identify what serves showers, baths and sinks. Some households retain a gas boiler for hot water, while others use a cylinder and immersion, electric shower, heat-pump water heater or another designed system.

Insulation, ventilation and retained backup
Improving draughts and fabric can reduce the required system size and make every room easier to heat, but a heat pump does not require a perfect new-build shell. The survey should document the current fabric and any improvements assumed in the calculation. If the quote only works after future insulation, that dependency belongs in writing.
Mechanical extract, trickle vents and intentional ventilation should not be blocked to chase efficiency. In very exposed homes or where electricity resilience matters, the owner may retain a secondary heat source. The proposal should explain whether that is normal hybrid operation, emergency backup or simply heating rooms the air-to-air system does not serve.
Grant and planning checks for a full-heating design
Current GOV.UK and Ofgem guidance includes a £2,500 Boiler Upgrade Scheme route for qualifying residential air-to-air heat pumps in England and Wales. This whole-property intent is relevant because current Ofgem rules require the system to meet the property’s full space-heating requirement and replace eligible existing heating. The MCS-certified installer applies; do not assume eligibility from equipment branding alone.
Planning in England can use permitted development only when every live condition is met. Several outdoor units, roof positions, listed buildings, protected locations, flats and removed rights require particular care. Planning status also does not override leases, freeholders or estate rules.

Can an air-to-air heat pump heat a whole house?
Yes, when it is designed against the whole property heat loss and distributes heat to every required room. A single unit in a hallway is rarely a whole-house design because warm air does not reliably pass through closed doors. Multi-splits, several single splits or ducted systems are the usual routes.
