Compare splits, cassettes, ducted and VRF systems around the actual floor plan, occupancy and ventilation—not a rough price per square metre.
Use the least complex system that fits the zones
A small office does not need a building-scale solution, while a multi-tenant floor should not be locked to one thermostat. Count spaces with genuinely different loads and operating hours: perimeter offices, meeting rooms, open-plan desks, kitchens, reception and server rooms often need separate control.

These are early comparison ranges. Roof or high-level access, long risers, electrical upgrades, ceiling alterations, fire stopping, landlord requirements, asbestos management and out-of-hours work can materially change the quote. Ask bidders to separate equipment, installation, electrical, builders’ work, controls, ventilation and maintenance.
Design around people, glass and equipment
Office loads change hour by hour. East glazing creates a morning peak; west glazing shifts it into late afternoon. Meeting rooms may jump from empty to full, while open-plan computers and monitors produce a steady base load. Top floors and poorly shaded façades behave differently from internal rooms.
The calculation should record glazing orientation and shading, fabric, occupancy profile, lighting, plug loads, ventilation air and hours. Ask for room-by-room loads and the selected capacity at design conditions. A single watts-per-square-metre allowance may be useful for a first check, not final equipment selection.
Air movement is a comfort issue
The thermostat can read 22°C while employees beneath a cold jet are uncomfortable and sunny perimeter desks remain warm. Plot supply-air throw against the desk layout. Use several moderate outlets rather than one oversized unit where the room shape demands it, and preserve a clear return-air route.
Ceiling cassettes distribute air well in open rooms but should not discharge directly down onto workstations. Wall units need a long clear throw and should avoid meeting-room seats. Ducted systems allow careful grille placement but must be balanced and commissioned, not merely connected.
Cooling is not fresh-air ventilation
Split and VRF units usually recirculate indoor air. They reduce temperature but do not automatically dilute carbon dioxide, odours or pollutants. Identify existing mechanical or natural ventilation, calculate outside-air needs and check whether new partitions have blocked supply, transfer or extract paths.
Where cooling and ventilation share ceiling space, coordinate grilles so conditioned air is not immediately extracted and outside air is tempered without causing draughts. Commission ventilation volumes again after the fit-out.
Controls prevent simultaneous waste
Decide who can change setpoints, schedules and modes. Reasonable setpoint limits, timed setback, occupancy control and window interlocks can save more than a small equipment-efficiency difference. A shared multi-split may not allow one room to heat while another cools; heat-recovery VRF can, but only when designed for it.
Do not allow portable heaters to fight the air conditioning. Investigate the zone, draught or control problem. Provide simple user instructions and give facilities staff access to fault information and central scheduling without forcing every employee through one locked thermostat.
Workplace temperature and compliance
There is no fixed legal maximum office temperature. HSE’s current workplace temperature guidance says employers must provide a reasonable indoor temperature, assess risk and act. Shading, ventilation, hydration, flexible work and workload controls can sit alongside air conditioning.
In England and Wales, the owner or manager is responsible for a TM44 inspection when air-conditioning under single control has an effective rated output above 12kW. Landlords, leases and fit-out coordination
Obtain landlord consent for external plant, risers, roof access, penetrations, electrical load and future maintenance. Clarify who owns and repairs the equipment at lease end and whether it must be removed. Coordinate with ceiling, lighting, sprinkler, fire-alarm, partition and furniture drawings before installation.
Maintenance and continuity
Agree service access before closing ceilings. Filters, coils, drains, pumps, controls and electrical connections need routine attention. Gravity drains are preferable where possible; pumped drains need alarms and accessible cleaning where a leak could close work areas.

How to compare office quotes
Issue the same floor plan and brief to each bidder. Require heat loads, model numbers, capacity and efficiency data, indoor and outdoor sound, equipment and controller locations, pipe and drain routes, electrical and builders’ work, ventilation scope, access, phasing, commissioning, training, warranties, maintenance and exclusions.

Which air conditioning system is best for an office?

Is there a legal maximum temperature in a UK office?
HSE states there is no fixed legal maximum workplace temperature. Employers must still provide a reasonable indoor temperature, assess heat as a risk and introduce suitable controls. Air conditioning can be part of that response alongside shading, ventilation, hydration, workload and working arrangements.
Does office air conditioning provide fresh air?
Usually not. Most split, cassette and VRF indoor units recirculate room air. The office still needs a suitable ventilation strategy for occupancy and indoor air quality. Ask the designer to show outside-air and extract rates separately rather than assuming cooling equipment provides ventilation.
How is office air conditioning sized?
A useful calculation includes glazing and orientation, floor and roof exposure, insulation, occupancy, computers, lighting, meeting-room peaks, ventilation air and operating hours. Square metres alone miss the loads that make a south-facing meeting room very different from a shaded cellular office.
How often should office air conditioning be serviced?
At least annually is a common baseline, with more frequent attention for long operating hours, busy meeting rooms, dusty locations or condensate pumps. The plan should follow manufacturer requirements and cover filters, coils, drains, pumps, controls, electrical checks and refrigerant obligations.
Does an office need a TM44 inspection?
In England and Wales, air-conditioning systems under single control with an effective rated output above 12kW require inspection by an accredited energy assessor, generally at intervals not exceeding five years. TM44 is an energy inspection and does not replace routine maintenance or refrigerant leak work.
