Commercial Heating & Air Conditioning: Specify Both Loads

Reversible splits, cassettes, ducted systems and VRF can heat as well as cool. Compare realistic UK budgets, winter design, controls and compliance before asking installers to bid.

Match the system to the building

The useful first question is not “which brand?” but “how many genuinely separate zones do we need?” A two-room office does not need a miniature building-management project. A three-storey clinic should not be forced into a collection of unrelated wall units because the first quote was cheap.

Air conditioning moves heat and controls room temperature; it is not automatically a fresh-air system. If occupancy, indoor air quality or Building Regulations require ventilation, the design must deal with outside air separately or integrate compatible ventilation equipment. Ask every bidder to show where fresh air comes from rather than assuming a cassette provides it.

Commercial heat pumps and heating-and-cooling systems

Most modern commercial split, multi-split and VRF equipment is an air-to-air heat pump: the refrigerant cycle reverses so the same indoor units deliver winter heat and summer cooling. That can replace or reduce direct electric space heating and can suit offices, shops, studios and hospitality areas with clear zones. The commercial heat pump installation still has to be sized for the building's winter heat loss, not simply copied from its summer cooling load.

A two-pipe multi-split or VRF system normally operates its connected zones in one overall mode at a time. Where a south-facing meeting room may need cooling while a shaded office needs heat, compare separate systems or a heat-recovery VRF design capable of simultaneous heating and cooling. Record that requirement in the tender: it materially changes equipment, pipework, controls and cost.

Air-to-air equipment does not normally make tap hot water and it does not provide outdoor ventilation air. Keep domestic hot water, kitchen extraction, fresh-air rates and any wet heating circuit in the building-services brief. The current Boiler Upgrade Scheme air-to-air grant is for qualifying domestic properties used solely as homes, not ordinary commercial premises. A business should build its case from whole-life energy use, zoning, avoided replacement and carbon objectives, then check current tax or public-sector support with its adviser rather than subtracting a residential grant.

Retail, hospitality and customer-facing premises

Shops and retail. Open entrances, display lighting, refrigeration, changing occupancy and stock layouts can create uneven loads. Map trading hours and door operation, then position air distribution so it does not make tills or fitting rooms uncomfortable. A retail brief should separate customer comfort, staff workstations and any stock temperature requirement.

Restaurants and hospitality. Kitchens need extraction and make-up air designed separately from dining-room comfort cooling. Occupancy changes quickly, odour transfer must be controlled and late operating hours affect outdoor noise. Hotels add bedroom acoustic targets, individual controls, access between stays and possible simultaneous heating and cooling.

Surgeries, salons and gyms. Equipment loads, moisture, ventilation, privacy and hygiene expectations differ from an ordinary office. Air conditioning recirculation is not a substitute for the correct outdoor-air or extract strategy.

Buildings with many independently controlled zones should compare a dedicated VRF or VRV system. Once installed, use an asset-based commercial maintenance contract rather than relying on an undefined annual visit.

Commercial heating and air conditioning cost guide

Commercial prices span too widely for a credible “average”. These ranges are for early 2026 budgeting and assume supplied, installed and commissioned reversible systems; VAT, builders’ work and major electrical upgrades must be confirmed in the quote.

Prices rise with heat-load capacity, indoor-unit count, long or vertical pipe runs, roof work, scaffolding or lifting, distribution-board upgrades, fire stopping, drainage pumps, out-of-hours installation, landlord requirements and difficult commissioning. A quote that omits those items is not necessarily cheaper; it may simply be incomplete.

The survey should produce a design, not a guess

A commercial load calculation accounts for winter heat loss as well as summer gains from glazing orientation, sun, occupancy, computers and machinery, lighting, opening doors, ventilation air, insulation and operating hours. “Watts per square metre” can screen options, but it cannot sensibly size a glazed restaurant, top-floor office or server room on its own.

Ask the designer to mark indoor units, outdoor plant, pipe routes, drains, isolators, access panels, controllers and any ventilation interfaces on a plan. Confirm design temperatures, noise constraints, simultaneous-use assumptions and whether future partitions or tenants are expected. If two bidders have sized materially different capacities, ask each to show the inputs rather than averaging their answers.

Five commercial details homeowners rarely need

Controls: decide who can change setpoints, whether windows or occupancy switch zones off, and whether facilities staff need central monitoring. Poor control can waste more than a small efficiency difference between brands.

Redundancy: one multi-split is tidy, but a single outdoor fault can remove cooling from every attached room. Server and clinical loads may need duty/standby systems on separate supplies or a documented temporary-cooling plan.

Condensate: every cooling unit produces water. Gravity drains are quieter and simpler than pumps. Where pumps are unavoidable, specify accessible maintenance and a high-level alarm where leakage could damage stock or ceilings.

Service access: a concealed fan coil above a finished ceiling still needs filters cleaned, drains flushed and components replaced. Put access panels into the design, not the snagging list.

Phasing: occupied businesses may need noisy work, shutdowns and commissioning outside operating hours. The programme should say what keeps trading and what must stop.

UK compliance: the short, accurate version

F-Gas. The Environment Agency states that people working on stationary refrigeration, air-conditioning and heat-pump systems need the correct qualifications for installation, service, maintenance, leak checks, recovery and decommissioning. Verify the engineer and company certification relevant to the work through current GOV.UK F-Gas guidance.

TM44. In England and Wales, the owner or manager is responsible for obtaining an inspection report when air-conditioning under single control has an effective rated output greater than 12kW. Workplace temperature. There is no statutory maximum. HSE says employers must provide a reasonable indoor temperature, assess heat risk and act on the findings. Its current workplace temperature guidance is a better brief than promising compliance at an invented number.

Other approvals. Landlord consent, planning restrictions, listed-building status, roof loading, asbestos management, electrical design, fire stopping and building-control requirements depend on the premises and scope. Put responsibility for each check in writing.

How to compare three commercial quotes

Issue the same brief and drawing to each company. Require model numbers and capacities; heat-load assumptions; seasonal efficiency data; indoor and outdoor sound levels; controls; pipe, drain and cable scope; electrical and builders’ work; access equipment; commissioning records; warranties; training; disposal; maintenance price and exclusions. Then compare whole scope, not the condenser headline.

A useful handover includes operating instructions, model and serial schedules, controller access, commissioning results, electrical certificates where applicable, refrigerant records, warranties, maintenance requirements and updated drawings. Keep it in the building file; the cheapest future repair is the one where the engineer can identify the system.

How much does commercial air conditioning cost in the UK?

A small office or shop with one or two splits may cost roughly £2,000–£6,000 installed. A multi-unit office with cassettes or concealed ducted units often falls around £8,000–£25,000, while VRF projects serving many zones commonly begin around £15,000 and can exceed £70,000. These are early budgeting bands; a heat-load calculation, electrical review and site survey are needed for a useful quote.

Which air conditioning system is best for an office?

Small offices usually suit wall-mounted splits or a compact multi-split. Open-plan floors often suit four-way ceiling cassettes or concealed ducted units. Buildings with many independently occupied rooms may justify VRF or VRV. The best system is the least complex design that meets the heat load, fresh-air strategy, controls, noise, access and future-use requirements.

What is the difference between VRF and VRV?

They describe the same broad variable-refrigerant-flow technology; VRV is Daikin’s trademarked term. One or more outdoor units modulate refrigerant to many indoor zones. Two-pipe systems generally heat or cool all active zones in one mode, while heat-recovery designs can serve simultaneous heating and cooling needs where the design supports it.

Does commercial air conditioning need a TM44 inspection?

In England and Wales, an air-conditioning system under single control requires an inspection when the building’s effective rated output is more than 12kW. The inspection is carried out by an accredited energy assessor and is generally repeated at intervals not exceeding five years. It is an energy-efficiency inspection, not a substitute for servicing or F-Gas leak work.

Is there a maximum legal office temperature?

HSE says there is no fixed maximum workplace temperature. Employers must still provide a reasonable indoor temperature, assess heat as a risk and put suitable controls in place. Air conditioning may be one control alongside shading, ventilation, workload changes and hydration; its specification should not be based on an invented legal temperature.

How often should commercial air conditioning be serviced?

At least annually for normal office use, with more frequent visits for server rooms, hospitality, retail entrances, dusty spaces and equipment running long hours. A maintenance plan should follow manufacturer requirements and include filters, coils, drains, controls, electrical checks, performance and any required refrigerant leak checks.

Can commercial air conditioning also heat?

Yes. Most modern split, multi-split and VRF systems are reversible air-to-air heat pumps. They can heat efficiently, but they do not automatically provide fresh-air ventilation or domestic hot water. The designer should account for winter heat loss, defrost, zoning and any rooms that may need heating while others need cooling.
